Breakfast with Gary: More biking in Minneapolis?

At Breakfast with Gary this Friday, hear from local leaders in the bike community about what the future of bicycling in Minneapolis will look like.
Minneapolis has been named the most bike friendly city in America by Bicycling Magazine, as well as the most bikeable by a measure called Bike Score. But what’s next? How will Minneapolis streets accommodate more bikes? Where will the funding come from? Will each neighborhood receive equal bike infrastructure investment?

At Breakfast with Gary this Friday, May 25th, join City Council Member Schiff, the city’s Bike and Pedestrian Coordinator Shaun Murphy as well as Lisa Bender and Ethan Fawley of the Minneapolis Bike Coalition. Panelists will highlight what progress Minneapolis has made to date for bicycling in the city, and preview what is to come over the next two decades.

Breakfast with Gary is a monthly meeting held from 7:30 to 9:00 a.m. the final Friday of the month at the Mercado Central, 1515 East Lake Street. There is no charge to attend. $5 buys breakfast.

Patio city: Schiff proposes new rules for more outdoor fun

New ordinance changes will allow small businesses to have more outdoor events. Click on the photo to join the Facebook group:
Council Member Gary Schiff is sponsoring changes to Minneapolis ordinance to allow small business to have more outdoor events. Currently, businesses near the University of Minnesota and downtown are allowed to have twelve outdoor events a year, such as festivals, sporting events or live music.

“But the rules today are unfair, says Schiff. “If your business is outside of downtown or the U of M, you can only have four events a year. Small businesses are vital to the economy in every Minneapolis neighborhood, and outdoor events build the community and vitality we need during our short summer months.”

Outdoor events are subject to permits including signatures from surrounding property owners, approval by the Minneapolis Police, the city traffic division and the city’s licensing division. Each proposed event is evaluated and approved or rejected based on the details.

A public hearing at the Regulatory, Energy and Environment Committee will be held in June. For more information, please email Ninth Ward policy aide, Heidi Ritchie or call 612-673-2209.

Indie rockers Low headline Pioneers cemetery benefit

Minnesota indie rock group Low will perform at a benefit concert on June 9 at Pioneers and Soldiers Cemetery (2526 Cedar Avenue South).
Minnesota indie rock group Low will headline the second annual benefit concert at Minneapolis’ Pioneers and Soldiers Cemetery (2925 Cedar Avenue South) on Saturday June 9. Special guest Zoo Animal will also perform. Proceeds will benefit efforts by Friends of the Cemetery to restore the historic steel and limestone pillar fence that serves as the border of the cemetery along Lake Street and Cedar Avenue. The cemetery, established in 1853, is the oldest in Minnesota. It is the only cemetery in the state listed on the National Registrar of Historic places.

Tickets are available at Electric Fetus, Hymie’s Vintage Records, Treehouse Records, or online. They are $16 in advance or $20 at the show. Gates open at 4:30 with Zoo Animal performing at 5:30 p.m. and Low taking the stage at 7:00 p.m. Holy Arepa and Dandelion Kitchen food trucks will sell food during the event. Bike parking will be available in the cemetery as well as free parking at the Greenway Office Building and the Community Education Services Building parking lots. On-street parking is also available.

Low was formed in Duluth in 1993, consisting of Alan Sparhawk, Mimie Parker, and Steve Garrington. Sparkawk and Parker, who met in fourth grade in rural Minnesota, are married with two children. Their performance will include songs from their most recent album, C’mon, and is their first local show after their recent tour with Death Cab for Cutie.

Minneapolis arsenic Superfund site cleanup ends

The cleanup of a South Minneapolis Superfund site ends, marked with a celebration on June 5.  
Soon there will be one less Superfund site in the U.S.A. ”It’s hard to believe, it’s been seven years since arsenic was first discovered in South Minneapolis and the cleanup began,” said Council Member Gary Schiff, who represents the district where the arsenic contamination was concentrated. The end of the soil cleanup project will be marked with a celebration on June 5th at the East Phillips Community Center, 2307 17th Avenue South at 1:00 p.m. 

With federal funding, the Environmental Protection Agency cleaned up 700 South Minneapolis properties. The yards were initially contaminated by wind-scattered arsenic, an ingredient stored outdoors at a pesticide plant previously located at the corner of Hiawatha Avenue and 28th Street. The residential clean up area covered a three quarter mile radius from the plant site.

“While participation was voluntary, I think the biggest success was obtaining 100 percent participation from rental property owners. The low income children that play in the yards of rental properties were at high risk, and the clean-up of all rental properties will help protect thousands of children in the years ahead,” Schiff said.

In all, 3,688 residential properties were tested. The cleanup removed one foot of topsoil from affected yards replacing it with clean soil. Only nine residential properties refused to have their property sampled and only 13 properties refused clean up.

Northeast Ride on Saturday, June 2

The ride will take participants through the arts district, touring past the great Northeast creative buildings and historical landmarks like the Casket Arts Building and the Grain Belt Brewery, while using some of the new bike trails and bikeways. The event is organized by the Northeast CDC. Volunteers and riders welcome.

Midtown: A Place to Call Home - New Tour on Saturday, June 2
In the late 1870s, Minneapolis started to see a full-scale migration of Scandinavians which helped guide the pattern of urban growth of South Minneapolis, particularly around Lake Street. This tour will highlight the role that Lake Street has played historically and today as a home to the city’s new immigrants, including the small businesses and cultural organizations they established in their pursuit of the American Dream. Cotton Tail Bicycle Trail - New Bicycle Tour on Saturday, June 2
Embark on an adventure that covers structures built from brick, steel panels, bronze, wood… and soft serve!  Hear about architect Ralph Rapson, the Lustron Corporation and see one of the first Dairy Queens to open in Minnesota.  The trail itself will be in the shape of a rabbit’s head and we’ll meet up with the most beloved rabbit in the neighborhood! Wear your bike helmet, bring water and be prepared for the weather conditions.

Loring Hill: From Farm to Fabulous Tour on Sunday, June 3
Learn how Loring Hill began! Once the hilly half of a farm, this fascinating hillside neighborhood started when Joseph and Anna Johnson platted it into large lots that were snapped up prominent Minneapolitans. Soon the glamorous houses appeared and developed into the landscape we know today. The tour will stop at homes considered for historic designation, as well as two landmark churches.

Bike Walk to Work Day Minneapolis celebration on Thursday, June 7
The Minneapolis celebration features the national release of the new bicycling “forever” stamp from the United States Postal Service. The stamps will go on sale for the first time in the nation at this event. There will be a program featuring Mayor Rybak and bicycles towing trailers with visuals of the new stamps.

Tangletown and Minnehaha Creek Tour on Saturday, June 9
Platted in the nineteenth century, the neighborhood originally known as Washburn Park is an unusual community in south Minneapolis with its winding streets and impressive homes. Now known as Tangletown, for its curving streets,  the area boasts landmark sites such as the Washburn Water Tower, the Harry Wild Jones House, Washburn Memorial Orphan Asylum (formerly on the site of Ramsey School), and the Minnehaha Creek, parkway, bridges, woods and trails.

Talk-It Hennepin Workshop: Putting It All Together—Naming and Claiming on Saturday, June 9
The local artist team will lead this “naming and claiming” workshop and participants will explore different ways to talk about the Avenue as a shared cultural experience. The workshop will identify work to be done to improve the space and how various tasks to move Hennepin Avenue forward might be shared. This event will also contribute to Northern Spark activities.

Northern Spark all night art festival on Saturday, June 9 – Sunday, June 10

Hello from Italy!  We are in Europe taking in the sites and researching a new work, The Clumsy Man, that Michael's creating for Open Eye in 2013.

While we are gone the The Driveway Tour continues to grow.  We are both proud and fortunate that such talented young artists have found an artistic home at Open Eye. We are dedicated to help them discover their own artistic voices and give them meaningful responsibilities as we work to train the next generation of puppetry artists.  (We'll be sipping cappuccino while they rehearse!)

Voted "No" on Stadium

On Tuesday, April 24, 2012 the city’s Intergovernmental Relations Committee (IGR) held a special meeting to “Consider an amendment to the City's 2012 Legislative Agenda to include a City position regarding a proposed Minneapolis Vikings stadium financing package and associated economic development” and to allow the public to weigh in on the stadium issue. The vote is technical in nature; yes or no on whether to add the stadium to our list of legislative priorities, but it was the first http://www.minneapolismn.gov/www/groups/public/%40clerk/documents/webcontent/..." rel="nofollow" target="_blank" style="color: rgb(33, 137, 163);">official vote the council has taken on this stadium proposal and was viewed by many, including the Governor and State Legislators, as an important statement of support, or opposition, to the state’s stadium bill.

This resolution passed the city’s IGR committee, which is made up of all 13 city council members, by a vote of seven in favor and six against. I voted against adding the stadium to our legislative priorities and I continue to oppose the state’s proposal. Here are my reasons:

1) In 1997 the City Charter was amended by referendum of the voters of Minneapolis to include a provision that requires referendum – a citywide vote – if the City is considering spending more than $10 million on a pro-sports facility. This is a very clear statement with very clear direction for those of us in elected office in Minneapolis. At the very least, the https://www.revisor.mn.gov/bin/bldbill.php?bill=ccrhf2958A.html&session=ls87" rel="nofollow" target="_blank" style="color: rgb(33, 137, 163);">stadium bill violates the spirit of that Charter provision.

2) I represent an area with a lot of unmet needs. If we as a state and city are willing to tax ourselves to this level, I believe other issues take priorities for these funds. A subsidy for an enormous subsidy (the largest in the history of our state) for what is essentially a privately owned business is not one of them. Though the public sector is the largest contributor to the stadium the revenues from the facility benefit the private partners the most. This is a bad deal for those whose tax dollars are paying the lion’s share for the stadium.

3) I do not like that Minneapolis taxpayers absorb the financial risks on this project. Since this benefits private business I believe it is they who should carry the risk. The public contribution of the City of Minneapolis, which will reach around $675 million over the life of the project, comes from a combination of sales taxes that currently support the Minneapolis Convention Center. These same taxes will now be expected to support the building and operations of the new stadium, improvements to the Target Center and ongoing support for the Convention Center. Redirecting these revenues limits future city councils’ flexibility in making spending choices, incurs risks that could raise property taxes in the future and does not acknowledge these types of public facilities’ aging costs (which require greater ongoing investment).

The facts in this letter note that each Vikings ticket sold for the next 30 years (provided all games sell out) will carry a public subsidy of $77. Also noted is the real cost of the full time construction jobs that will be created by the stadium – a projected public subsidy of $1 million per job.

On the morning of May 1, Council Member Lilligren joined hundreds of Native American families, leaders, and allies to kick-off this year's American Indian Month. 

Wearing regalia, ribbon shirts, and shawls march participants assembled at Cedar Field and coalesced at the Minneapolis American Indian Center where Council Member Lilligren served as master of ceremony. This year's kick-off parade joined efforts with the American Indian Wellness Fair and the organizing committee prepared to receive 1,000 people at the Center. Among these attendees included State Representative Susan Allen, State Representative Karen Clark, Mayor R.T. Rybak, Council Member Gary Schiff, Council Member Meg Tuthill, and Minneapolis School Superintendent Bernadeia Johnson.

Council Member Lilligren has given Nimco a leave of absence to be the statewide minority outreach director for http://mnunited.org" rel="nofollow" target="_blank" style="color: rgb(172, 187, 193); background-color: transparent;">Minnesotans United for All Families, the coalition campaign to defeat the state constitutional amendment which would limit the freedoms of Minnesotans by banning marriage for same-sex couples in our state. The Minneapolis City Council has gone on http://www.minneapolismn.gov/news/WCMS1P-085393" rel="nofollow" target="_blank" style="color: rgb(172, 187, 193); background-color: transparent;">record opposing the proposed marriage amendment that will be on the ballot this fall. Council Member Lilligren has brought two highly qualified, graduate level Interns to serve the people of the 6th Ward in Nimco’s absence – Ms. Kelly Geistler, a second-year law student at St. Thomas and Ms. Fartun Ahmed, who recently graduated with a teaching degree and will enter a Master’s program in public policy in the fall. Nimco will return to the Ward 6 office after the Novevember 6th General Election Day. Robert is proud that such a talented and skilled member of his staff has joined the campaign. Good luck, Nimco! No to Voter ID

On Friday, May 11, 2012 the city council took its final vote to pass a resolution “http://www.minneapolismn.gov/www/groups/public/%40clerk/documents/webcontent/..." rel="nofollow" target="_blank" style="color: rgb(172, 187, 193);">Opposing Constitutional Amendment Requiring Voter Identification.” This was brought forward by Intergovernmental Relations Committee Chair Elizabeth Glidden and authored – and supported – by all council members.

Council Vice President Lilligren is a strong supporter of the City of Minneapolis position against a state constitutional requirement to show a government issued photo ID to be allowed to vote. Our state has the highest voter turnout in the country under our current laws with little to no voter fraud.

If there is a need to change current voting laws, it would be more appropriate to pass laws (state statutes) rather than amend our state constitution. Robert believes this constitutional amendment ballot initiative is designed to limit access to voting, a basic right for Americans.

Already in Minnesota, even with the nation’s highest voter participation, certain communities tend not to vote – racial minorities, low-income people, new arrivals, students. If this constitutional amend passes, it is these same populations, with the addition of seniors, who are most impacted by being the least likely to have a state issued photo ID with a current address.

We need to encourage more eligible voters into the franchise rather than trying to write into our state constitution ways to disenfranchise our citizens. Please vote NO on the voter ID constitutional amendment in November.

Janee Harteau
Mayor Rybak has announced his plans to nominate current Assistant Chief Janeé Harteau to serve as Minneapolis’ next chief of police. Mayor Rybak will formally nominate Assistant Chief Harteau in January 2013, after Chief Dolan’s retirement becomes effective. The City Council will then begin the process of confirming the nomination.

Council Member Lilligren is thrilled by Harteau’s appointment; Janee is of French Canadian and Native American background and the first woman to lead the Minneapolis Police Department. "Ms. Harteau brings over 25 years of experience to the Minneapolis Police Department and has strong ties to the community. She was instrumental in improving relationships with the Somali community in the Cedar Riverside area and implemented the position of Somali Liaison Officer. This is exactly the kind of leader we need," observed Council Member Lilligren. Another appointment by Mayor R.T. Rybak indicates he will nominate Paul Aasen, the current commissioner of the Minnesota Pollution Control Agency, to be the next city coordinator of the City of Minneapolis. As commissioner of the Minnesota Pollution Control Agency for Governor Mark Dayton from 2011 to the present, he leads an organization of 925 employees and a $135 million biennial budget. Council Member Lilligren is looking forward to working with Mr. Aasen as he brings a strong environmental background that can help deepen the sustainability efforts of the City of Minneapolis. Mr. Aasen brings 25 years of experience in the public, private and nonprofit sectors to the job. Grain Belt Brewery Tour on Wednesday, May 23
The Grain Belt Brew House, constructed in 1891, served as a local brewery until Christmas Day of 1975.
